Appears to be woven Rayon. Lined with black acetate satin. Brass buckle. Adjustable. Unique because the black elastic is hidden in the red Tartan fabric tunnel in back. Adjustable, will fit waists from 36" to 41". Ladies may consider this for a cute skirt and blouse outfit or little black dress. CONDITION: photos show the brass buckle has some tarnish.
